Housing Opportunities for Persons With AIDS (HOPWA)

The Housing Opportunities for Persons With AIDS (HOPWA) program, administered by the Texas Department of State Health Services, provides critical housing assistance and supportive services to individuals living with HIV and their families.

HOPWA’s mission is to help clients maintain stable, affordable housing, prevent homelessness, and connect with essential medical care and community resources—because safe and secure housing is the foundation for better health outcomes.

Our Funded Services 

Tenant-Based Rental Assistance (TBRA)

TBRA offers ongoing rental subsidies to eligible households, making it possible to secure and maintain permanent housing in the private rental market, including shared housing. This assistance covers the gap between the client’s rent contribution and the total rent amount, provided the unit meets all rent reasonableness and standard limits.

Permanent Housing Placement (PHP)

PHP helps clients overcome financial barriers to obtaining long-term housing. This service covers key upfront costs such as application fees, first and last month’s rent, and security or utility deposits—helping clients successfully secure safe, stable housing.

Short-Term Rent, Mortgage, and Utility Assistance (STRMU)

STRMU provides short-term financial assistance to cover rent, mortgage, and utility expenses for households facing a housing crisis. This support helps prevent eviction, foreclosure, or utility shut-offs, allowing clients to remain in their homes during challenging times.

Housing Case Management (HCM)

Housing Case Management provides individualized support to help clients obtain and sustain stable housing. Case managers assess needs, develop housing plans, connect clients with resources, and coordinate care with medical and supportive service providers—ensuring clients can achieve long-term stability and improved overall well-being.
